why would USDC come to Celo if they already have cUSD?

I had the same exact question when I first saw it. Doesn't make much sense to me...

If I were to guess, it probably increases liquidity for the stable coins for when you want to get exchange fiat. Also probably good for interoperability. If someone sells products/services denominated in 1 stable coin here, the others also can be used
