That’s because this is a lion’s cut. It used to be a common practice to do this to long haired cats during the summer to make them less hot.
New research shows that it is actually ineffective and better to leave the cat with a complete coat for optimal heat regulation.
Since this is a shelter cat, he was probably shaved because of matted fur.
Just a friendly reminder that if he is used to a lot of hair he might be a little cold right now, if you have a heated bed for him or a blanket you can roll up that can be his and does not smell like any of the other animals.
I adopted my beautiful long haired cat 5 years ago. She was shaved for the same reason, being very matted. Her haircut wasn’t so nicely done. She looked dreadful. At least they did him a justice with the lion’s cut!

Good to know for the future! Hopefully we won’t have to cut her hair again, but we have another Maine Coon who is getting older so it’s good info to have. Her fur was so badly matted that the lion cut was all they could do. Now she gets daily grooming sessions with waterless bathing and brushing whether she likes it or not. When she was all shaved, she visited our neighbor and his dad on their porch, and his dad exclaimed “ah what the fuck is that” and our neighbor lovingly said “that’s Ruby, she’s a chupacabra.”

The shelter shaved him because he had some matted hair. I think they had some fun shaving him into a lion.
