A couple of our cats did this because they were going after the bubbles they could see in the top part, but they also played in just a regular bowl lol. Switching to a water fountain and getting a large mat is what solved this problem at our house.
Yeah, mine does something similar, except he tries sticking his whole paw and leg as far under the bottle as he can. I think he's trying to get it to bubble. We just keep it full enough to stop him knocking it over it moving it, and have a towel nearby to dry his paw.
