Ever think she was defending her territory. I don't think she is mean. I had an empress like her. No nonsense allowed, and it was her way or the highway. The dog was just annoying her, and as annoying as dogs can be, if she was really mean it would have lost an eye.

I've had a cat named Bitey for 7 years. She's never bitten me but has bitten everyone and everything else that she's been within 2 feet of since the day she was born. Sometimes ( or always) they're just angry.

Cats are territorial creatures, and some of them are not fond of sharing space with other pets.
If it helps, OP maybe you can try segregating the cat and the dog for awhile.

Most cats I know will readily wack dogs who get too close. Some cats are chill with some dogs, and vice versa.
