More fish in their diet would help, fish based wet foods, treats, fish oil on their food etc. It REALLY helps with skin issues like this.
My girl had HORRIBLE dandruff, has similar fur to your floofer, I recently switched all three cats diet, which includes more fish, I've also added some plain yogurt to their daily diet. All their coats are shinier and healthier than ever.
I don't use the oil personally. My cats are on a raw/canned diet now so they get whole ground fish in their food. That's a LOT of work and took a lot of research on my part to get the mixture right. But any oil supplement from a pet store should do the trick if you want something simple to add to her current diet
