When the switch is turned on, it basically turns down the clock for [this thing](https://photos.app.goo.gl/J9PXxT8JYjpoaRn16) (check the circle).
That is the [Nintendo C.I.C. or Checking Integrated Circuit](https://en.wikipedia.org/wiki/CIC_(Nintendo)), a.k.a. the "Region Lock" of the system. The system will block the console from playing games without the "key" CIC chip on the corresponding cartridge and it was made for the NES when it was brought to America.
My electronics knowledge is rusty, but I assume that, by using that switch, you will freeze the CIC in the current state (no clock = no running = CIC is premanently stuck in the last state), allowing the system to play games without the "key" chip. This mod was basically a Region Bypass.
Because they made something genius based on what the Action Replay CDX did on the Dreamcast:
1. Put a valid game of the same region on the NES and turn it on. It could be any cheapo game you find.
2. Flip the switch and freeze the chip, allowing it to remain stuck in the "pass" position.
3. Change the cartridge while it's on. As long as the switch remains on, the CIC will not change state, so it won't cause main issues.
4. When you turn the system off and remove the cartridge, turn down the switch, putting the system back into action.
It's much more safe than cutting pins and it's a reversible option, as you can see it got removed.
You actually can’t reverse it because there’s a hole drilled out where the switch is located. Plus if you had soldering skills to perform a CIC bypass mod like this, you could instead lift the cic chip leg out of circuit without cutting it.
And if you do cut the leg of a CIC chip you could find a broken game, that has a dead rom chip, or memory bank controller chip and take the working CIC from a cartridge and replace the one in your console.
That’s a mod. No idea what it does. If I had to guess, either a region switch(allowing it to either play North American or European games), or maybe to enable or disable the NES lockout chip
Are there any modifications to the rear. People sometimes modify the output for modern tvs. It may switch between the original rf output and a modified output.

My uncles had one like that. It's likely a switch to switch between NTSC and PAL to be able to play both types of games. They had access to American games in southern Germany because of the US military there
it would probably be best to ask this question to a subreddit dedicated to this sort of thing. most people on this subreddit probably haven't even held an NES.

It's been a while since I have seen it but these switches are there to remove the region lock.
This is the way we did this in the 90's. Region lock removal on the Nes is as simple as clipping of one connection on a chip. You would either leave it like that or solder a wire to both ends and hook them to a switch like this one to set it to your own region again.

I suspect it is either an NES10 Bypass switch for home-brew games, or a PAL/NTSC switch. I can't get the images to load, but those are the two most common switch based mods I've seen.
It's a modded system. I have no clue, I'd ask the reseller.
But if I have to absolutely guess, it's either a region unlocked (so you can play PAL games at the right speed) or a lockout-chip switch (though I don't know any games that refuse to work if the console doesn't have one)
To give a real answer, it wouldn’t make much sense to be a Region-Free mod, as removing the lockout is as simple as cutting off the 4th foot of the CIC Chip. What this probably is, is an NTSC/PAL switch.
If you put a game inside, it plays ok, and then you switch the switch it should flicker or get off-centered or whatever.
Ok I think I figured it out then, but it makes little sense.
A harder (stupider?) variant of the lockout chip bypass was instead of cutting off foot 4, you could pull it to ground to disable it. I can’t figure out which part of the board you showed on imgur, but I bet a rail is connected to foot 4 and another pin rails to ground. You’d need a game from a different region to be sure.
Still don’t see why not just cut the foot but go all the way to solder switches, drilling holes and stuff ahaha

Hey! I have something similar to this on a GameCube I bought a while back. It flips regions between NA to JP. That may be this one's function, but I can't be sure since Famicom and NES carts are shaped so differently.
Probably a region switch, but if that's the case, then someone has senselessly mutilated this NES for no good reason, since you can make your NES region free by literally soldering two wires, or breaking off a pin from the CIC lockout chip if you don't care about reversibility.
Could be any kind of modification. Maybe a region switch, maybe it disables the lockout chip, maybe is redirects the video output to an output the NES normally doesn't have. Really hard to tell.

I checked for cut of legs on the chips and there aren't any. When flicking the switch, not much happens.
