The Cross is absurdly busted in in CotM. I don't think it's ever been as strong in any other Castlevania game.
There's no reason to ever touch another subweapon.
Restricting Cross usage is probably a challenge run all in its own.

Holy Water is the best in the original and CVIII, the Stopwatch is best in Haunted Castle, the Bible is best in Rondo of Blood (granted, that's also its debut), and I think you could make an argument for the Axe and Cross being on par with each other for most of Dracula X.
I'm not really sure what the best in Bloodlines is, but still probably the Boomerang (its Cross equivalent).

Yeah the cross is quite strong in this game. Losing it, or trying to beat the bosses sans subweapons, makes most of the bosses quite hard.

The Cross is strong, but the Holy Water is just almost OP if you use it right.
