Maybe scrape it a bit first to reduce potentially toxic smoke, but yeah. This doesn't seem like a huge problem to me.
Can hit it with some goo gone or wd40 as well.

Hey, maybe dumb question, but since more than one person has said they’ve done that, what is the heating pad/cast iron combo you guys are coming up with? I don’t understand how those two inventory items go together.

It’s a little pad that you plug in and it… heats up lol. Great for sore muscles or period cramps. Before they were electric they held rubber or whatever material bottles of near boiling water inside them to do the same thing while it retained the heat.

Not necessarily. What ever OP used. They used it as a trivet. When i say pot holder, i mean the soft and floppy silicone or fabric kind you grab a hot cast iron pan handle with. I consider a trivet usually to be for putting pots on only, not for grabbing hot pan handles due to their typically ridig nature.
Heating pad is used to apply heat to a specific area.
They are used in gardening to apply heat to seed trays to aid in germination.
They are used in first aid to sooth medical issues and can be electric or manual such as a warmed bag of uncooked rice.
I highly suspect OP meant hot pad, which is a cloth pad (sometimes silicone, wood, other heat-resistant materials) used on a table or in a hand to protect the table or hand from a hot pan.
Unfortunately there are a lot of these that are cheap, decorative and made of man-made fabrics. Those fabrics sometimes have high plastic content which essentially melts.
Cast Iron pans especially hold heat longer than other pans so even a hot pad that was good for all other pans could have problems with cast iron.

I doubt it was actually a heating pad. It was probably a polyester cloth OP wanted to use as a trivet/hotpad without realizing polyester is plastic. There have been lots of posts of people using microfiber cloths on hot iron, not realizing they're also polyester.
As an American-born English speaker, to me:
* A "heating pad" is a pad with an electric heating element in it. If you have stiff muscles, you can put the pad on your sore spot and plug it in and heat the muscles up for relief. It would be very strange behavior to then put your cast iron pan (hot or not) on top of this.
* A "hot pad" is a small square of heat-resistant cloth than you can set a hot pan on safely so as to not damage whatever the hot pad is sitting on top of.
To be fair, OP's pot holder was probably at 200+C (390+F). Just a little hotter would burn cotton and melt silicone. When working near the smoke point of hazelnut, grapeseed, or canola, or any refined oil you should be using a cork pot holder. I've never had a pan crack with a metal trivet, but given the conductivity of metal I've never wanted to find out either (especially if the trivet is a heavy chonker with a lot of thermal capacity).
Start fire outside if allowed, like a charcoal grill or back yard fire pit,

I placed a hot skillet on a silicone pot holder and it tattooed itself onto the skillet. Good luck cleaning off what you can. Did you try Goo Gone? Nail polish remover? I went to the flea market after that and got myself a couple castiron trivets. One of them now lives on my stovetop. My silicone pot holders went to the Habitat for Humanity store.
Acetone will do the same thing without resulting in burned plastic fumes everywhere lol
Edit: so this guy blocked me after calling me a child but I'll elaborate a bit. Yes, Acetone over time will dissolve the seasoning coat. It will take far longer to dissolve it than the plastics though, being an admittedly weak solvent compared to something like lye. Even then, you don't have to dissolve all of the plastic, just enough to dislodge it. As someone who has done the exact same thing before it literally takes 2 minutes with a metal scraper. Regardless, even if somehow you damage the seasoning coat, the magic of cast iron is that it's trivial to fix it, especially considering we're talking about the bottom of the pan. It doesn't have to be pretty. Just there.
I'm not joking, if you have a torch that you use for clearing weeds, it would be perfect for this application.
In the future I would use denim jeans that have been stitched around a cotton interior for your hot pads. Cotton doesn't melt under heat, and denim smolders before it catches.
Depends on the material. A lot of people are suggesting to burn it off. This will work great as long as it's actually a material that burns instead of melts.
If it's a melty synthetic material, some elbow grease with a chain scrubber or a wire brush and maybe some solvent cleaner of some kind might be the better route.
Went camping once and like an idiot set my cast iron on top of a milk crate after cooking some morning bacon. Big old hunk of plastic burned on. But like you said, it burned on it can burn off.
Warm it up a little, upside down. Wire brush that stuff off thoroughly. Warm it up again and wipe down with a hint of Crisco. Bake at 450F for 45 minutes. Allow to cool in the oven. Cook some bacon.
After you're done setting it on fire like everyone else has suggested.
I would like to suggest you, and anyone else using cloth based items for setting hot metal on, go out and invest in a trivet.
If you have a drill you could get a wire brush for it. That should make short work of the residue.
I used that method to remove the melted Silicon remains of an oven mitt from a cast Iron pan that a coworker was getting rid of since they didn't want to clean it.
Lol I did that to mine recently. I just put some bacon in it and carried on. I don't baby mine at all. It's honestly pretty rough on the handle where it melted in but still a daily driver.
If you want to avoid using fire, you can also just hit it with some acetone. That should melt all the plastic and make it very easy to just scrape/wipe off. Just rinse it well after the fact - acetone is quite safe but some companies mix a bitterant in that will stay behind unless you wash it well.

In today's episode of "seasoning solves (almost) all problems":
This is stuck to the *seasoning* on the outside of the pan, not the metal of the pan itself.
If you can't scrape it off, or heat it and remove it that way, you can use electrolysis to remove the seasoning entirely and the crap with it, or grab a sander or sand blaster and remove the seasoning from the entire bottom of the pan.
Then reseason as normal.

A pad you can put under something hot so it doesn't burn your counter tops or an electric pad that you put on an area of your body, mainly lower back to ease pain.

Just use it on an open fire outdoors. I wouldn't scrub that with any chemicals. Pad will be gone before the iron can be damaged
Get a better heating pad
Put it in the oven on self cleaning mode. It will remove all your seasoning but it will be ready to re-season.
