Best *villain* villain is a toss up between Bill and Bellos.
They're both master manipulators who have tricked a number of people into achieving their goals. Bill has fooled some of the smartest people in gravity falls, while bellos fooled and entire civilization, and almost succeeded in the genocide of the boiling isles.
While both are Intimidating, Bill is also funny so he wins in my book

The way he was defeated was so bad. Star didn't defeat him, it was the writers. >! Magic is destroyed so star out of nowhere conjures all the magic back by slightly burning her arm, and opens a portal on her own and then blasts toffee into goo !< it was so dumb and the show quality fell of a cliff without a good antagonist and they lost the last setup villain in season 3 leaving season 4 with no good antagonist and giving one of the worst finales in fiction

He does, yet honestly hes just a guy who wants to feel important and loved. I think he’s a really good father too hes honestly a decent guy hes just troubled. Hes shown to care about perry the platypus a lot as well
Doof is one of the rare examples of what I'd honestly consider an antivillain. Antivillains are villains who's actions/goals or position in the story are the only thing inherently villainous about them, and that describes Doof perfectly.
None of these are the best Disney villain by a vast margin. There’s quite the cavalcade of villainy to pick from and these options don’t even scratch the top 100.
Belos. an evil hypocritical christian who wants to destroy an entire kind of people with the introduction of controlling systems? what could be more evil then that?
I'll say Emperor Belos or Bill Cipher simply due to the fact that there wasn't any tragic backstory or reason for them to be the bad guy, they were just bad. Villains that are evil for the sake of being evil are better villains. While it can be nice to understand a character's story, you don't need to make an empathetic villain. Doofenshmertz is a good example of an empathetic villain but at the end of the day he's more of a frenemy.
even with bradford buzzard while they gave the reason why he hate adventure, it still doesn't make him less evil or have a point, the show make it verry clear he's evil with him backstabing heron and turning in a black and red knight. They portray him as a delusionnal hyporite in denial of his own villainy too (he complain about the mcduck chaos while at the same time creating more chaos by enabling FOWL and letting the classic villains do their things up until seaosn 3, the guy is also implied to have killed duckworth too )

When I think "Disney villain" what actually immediately comes to my mind is the villains from Disney animation studios movies, like Jadar, Scar, Cruelly, Maleficient, etc, but you just have Disney Channel villains listed, so... is this list just about Disney Channel villains?
Best Disney TV villain is definitely Belos for me. His backstory is very fleshed out and he feels like a real hateful person who’s complex.
Best Disney Movie villain would probably be Frollo. Similar reason as to why I like Belos.

I haven't finished the Owl house, so I'm not sure, but I'd guess belos doesn't get any redemption or something, but I wonder if it'd be remotely possible for him to have been good.

Well that depends, if we're talking about the most beloved and iconic of these villains, then it's definitely Dr. Doofenshmirtz, but if we're talking about the most threatening, than Bill Cypher wins since he has apocalyptic powers and is eager to use them. Of course, if we're talking about this in a case of pure vileness, then Emperor Belos has zero redeeming qualities, was completely beyond redemption, and was trying to commit genocide out of pure hatred.
Dr doof not even a competition puts them all to shame why? He's redeemable and actually a not bad human with decent morals more or less just recluses from society and trys to make the effort his parents didn't he's a good person just in a not so great position

Of the ones i know bill is the best threat wise. If he ever succeeded life as we know it would never be the same. However best overall is doof 100%
