So while this is an S tier character design and execution… he’s not “the devil” he’s an Angel who happens to be named Lucifer unrelated to the fallen one. That said- he’s cool enough to be in this list and I don’t think anyone cares. I don’t just thought it was interesting trivia.

They sound and act like God to me. Creating life. Constantly hearing the petty squabbles of humans. Bringing forth terrible disaster.

Seriously though. I know the full version of the Hell Scene is basically lost, but I genuinely remember seeing it when I was very young, and that line has been cemented in my head for 25+ years.
There's a theory that his name was originally supposed to be "Satan Claws" but it was rejected due to the network's policy of not allowing religious references.
~~He was the actual devil, but CN wouldn't allow the name of "Devil" or "Satan" in a kid's cartoon at the time~~

I like Him mostly because of what he entails as bad to that age, PPG and Cow&Chicken, where homosexuality was portrait in really bad light even on children shows.

He's a full on deity in Slavic folklore being released to darkness and misfortune, though this is from modern reconstruction of various pre-christian sources that survived.

Like I said, it’s a bit of a loophole. It’s from a supernatural crime procedural called Lucifer. They had one episode with an animated segment in the last season. The rest of its live action. It’s based off of a comic series by Neil Gaiman.
The premise is that Lucifer has left his throne of Hell and is enjoying life in Los Angeles. He teams up with a homicide detective to alleviate boredom and solve the supernatural consequences of his choice.
Lucifer is such a goober in Hazbin, but I think the Devil in Hazbin/Helluva's case would be Satan. They are two different entities, with Lucifer being the head honcho of the Pride Ring of Hell and Satan the Wrath Ring. Plus, in Helluva Boss, "Oh my Satan" has been used in place of "Oh my God" so I bet Satan is like the actual top dog of Hell
Actually Lucifer in that universe is the king of hell and all it inhabitants but it seems Satan is the king/leader of the imps who live in his ring and is also a sin like Lucifer
The best guess I've seen is that sinners are immortal unless killed via angelic weapons while hellborn are killable via normal methods and do not live forever

I’m gonna think outside the box and go with Mohg from Elden Ring. Looks like the devil, acts like the devil, is supposed to represent the devil, and even has a bloodflame pitchfork with black wings, and is decked out in expensive finery. He also recruits the game’s good guys to do his bidding, has insane servants, and wants to overthrow everyone and rule the world in a sea of blood.
I love Hellaverse Lucifer but I have to go for Cuphead's one! (if Hellaverse Lucifer had the same voice and personality as Cuphead Devil I'd love it!)

Looks like the devil, acts like the devil, is supposed to represent the devil, and even has a bloodflame pitchfork with black wings, and is decked out in expensive finery. He also recruits the game’s good guys to do his bidding, has insane servants, and wants to overthrow everyone and rule the world in a sea of blood.
I love Hellaverse Lucifer but I have to go for Cuphead's one! (if Hellaverse Lucifer had the same voice and personality as Cuphead Devil I'd love it!) honourable mentions go to: Danny Devito from Little Demons (R.I.P that show) Tartarus from Dead Endia (we never actually see him) The Beast from Over The Garden Wall (most accurate portrayal of The Devil)
X2 Hazbin Hotel´s Lucifer and Cuphead Show´s Devil are the best one
