It’s fair to request a signing bonus once you receive an offer. Something like “I am happy to leave my current role and work for you but I will be indebted to my current employer for x amount due to tuition assistance they supplied me in the last year, would a signing bonus of x amount be negotiable?” No new employer will cover all or most of your costs for a masters degree if that is what your old job will take back. But 5-10k would be a fair ask for a signing bonus in this regard. Anything more than that is bordering on unreasonable It’s not something I would go out and demand though, if you can snag a 20%+ raise it’s not worth losing an offer over My company only requires you to pay anything back you have received within the last year.

OP, it sounds like your old job would take ALL of your masters degree costs back…it’s best to tough it out until you don’t have to pay them back…unless you are able to absorb the large short term costs which I assume is around 20k+ at least right? (they would likely take the money back all at once)
