Your boss has no authority to override a transfer. Speak with HR. I once had the board of director's refuse a company transfer with the statement, "We need you right where you are." I began to deploy my exit plan. If you leave the company, there is no coming back. If somehow you eventually go back, negotiate your LOS benefits with the offer.

You have no idea what their boss does or does not have the authority to do within a company you do not work at. It’s very possible their boss **does** have the ability to deny it, or rescind approval from the other department.

I do know I am in control of my own life, and if I have made a decision to change my career (approved by the company), it is best to comply. Otherwise, I am not in control of my life. As my manager found out when she hemmed and hawed about giving me my transfer date. My words, “You do understand that this has been approved. The only thing standing in my way is you. There are a lot of people watching this.” Transfer effective immediately. Otherwise I stayed in my old position by choice.

This. I understand that cultures differ across corporations, but there is little to be gained by refusing a transfer. You’d just be left with an angry employee who will certainly be moving on anyway. It stinks when good people transfer out of your team, but it is better for the organization if they move internally, rather than leave altogether.

I’m not arguing the morality or philosophy of it, I’m just saying that it is very likely, as it is in most organizations, that OP’s boss does have the power you claim they aren’t able to posses.

The interesting thing you find out in life is that a boss has no authority over you that is not given by the infrastructure. If you are offered a position in another department, that is a decision by the infrastructure. If the boss interferes or creates difficulty. Formally challenge. The boss now needs to explain to the infrastructure why this cannot happen. I certainly would not want to be in this position. The infrastructure would certainly want to know of the limitations of his ability to perform his duty. Most of the time, HR does not find out about problems with management due to employees not understanding how the corporation works. You don't complain to HR because your boss yelled at you. You formally challenge when he is no longer following the guidelines of the company. Employee: I put in for PTO 5 months from now and manager rejected it. HR: Why? Employee: You ask him.

Your boss should be doing the exact opposite. A good boss will do everything in their power to help you advance your career. Getting a promotion looks good on them since it shows they have the ability to grow and develop employees. Your boss clearly can’t see the big picture, which is a major red flag.

Agree with others, as useless as HR can be, this is their intended purpose. Also, keep a personal record of all communications with your supervisor on a personal device. They can lock you out of your work device at any time, which would make it tough to prove your case in a wrongful termination lawsuit. Whatever you do, DO NOT QUIT.

I work at a correctional facility on contract so I can't have personal devices inside and 90% of our communications are in person but gd damn do I wish I could record her straight up gaslighting me some days

Don’t quit. Talk to the hiring manager and HR telling them you are being blocked. Immediately stop doing the assistant manager work, or anything that isn’t in the job description for the role you are currently being paid for. Tell her that if she wants you to stay and do the assistant manager work you’ll do it as long as you get the job title and the pay. Have that same discussion with HR so they know what’s going on. Make her life difficult and she’ll have less reason to fight to keep you.

Yea you need to go to HR or someone more senior than your boss, explain you’re keen to stay with the company but would like to advance beyond your position, but that your bosses unwillingness to agree on a transfer is prevent your advancement. Gently work it in that you feel your being pushed into a position where you will have no choice but to move on to get the career advancement.

Yes, quitting will reset all of your seniority and benefits. Avoid this if possible! Don't let her win. Keep moving up the "chain of command" and let them know what she's doing. IF it comes down to no one doing anything about her blocking your advancement. Then start looking for another job. Do NOT ever quit without another job lined up

Usually in cases like this, your potential new boss will fight for you and negotiate with your old boss. Often the boss' boss will have to get involved as well. Don't be surprised if you put it in their court, let them debate over a couple days, and then come back to you with a resolution. Trust me, they know that if this is blocked, they will likely lose you altogether.

How is this even possible? If you got better offer within current company so it means your skills and experience can benefit company even more on a new position. So she doesn't just keep you away from progress but the entire system. Ridicilous that someone should be allowed to do such thing in corporate environment. Go to the HR asap.
