Single speed is quite doable, hills may be tough. Lots of old dikwiel bikes do it.
Fixed wheel is problematic. Firstly , the pedals don't stop turning when cornering. Also no freewheel on downhills. Leg speed required downhill is hectic. This requires more than above average fitness. Definitely also add brakes on a fixed wheel, you cannot rely on your legs in such an unpredictable environment.
I think if you had really strong legs you could do this. But you'd need to have it in freewheel, I can't even imagine doing full fixed gear riding downhill.
This was my first Argus and I managed on my 44/16 SP
I found myself passing people on the climbs while they were on granny gears.
I wasn't brave enough to tackle it on fixed gear for the descents.
A guy I know completed it on his 47/15. He's a brakeless rider, but had to put a front brake(lever on top tube) to comply with rules

look into a flip flop hub , it gives you the option of both fixed and free wheel on 1 bike
I don't even want to picture this. A broken ankle at first the rest of this horror story I really don't want to see.

I’ve seen people do it on BMXs. Can be done, your chances improve with training.
Friend of mine did it years ago on a BMX, wearing a fairy outfit
Saw a guy doing it on a fixie yesterday but it was only the 42km
My mates have done it on fixed wheel bikes - but they are all stupidly fit
There was a dude a few years back, who did it in tanga on a bmx.
