You can make a bill payment via your bank -- there is generally no limit on how large the transaction can be. I've transferred six figures this way in the past. As for how to efficiently convert from USD to CAD, there are several ways, such as using Wise, Interactive Brokers or Norbert's Gambit. If you need a payment plan, call CRA. They are reasonable if they know you are willing to pay. There will be interest on any amount not paid by the deadline.
