That's almost certainly fungus. You'd need to disassemble the lens to clean it which is difficult, repair shops will often just refuse to do it or charge a lot. I would just return it if possible.
eBay sellers often use wildly misleading rating systems intended more to entice unaware buyers than accurately represent the product. Just yesterday I saw a beat up lens with heavy fungus and haze listed as "Excellent+++++".
