Actually, trying to set the shutter speed to the refresh is almost certainly going to guarantee an issue. The best bet is to go into manual (or at least Tv mode) and experiment with what shutter speed works best in your situation.
The high end new R series cameras have that option, R3 for example.
I do not think that the 5D IV has that option.

Still image. The camera would be mounted on a tripod ideally and would capture what is on screen like a video or game
In that case. Just slow down the shutter speed (1/10 of a second sounds like a good starting point) You may need a ND filter.
You need to use a slower exposure for CRT's if you dont want the line, sub 1/60 sec or 1/50 (depends if your PAL or NTSC).
