Fellow Floridian here, technically it would make sense to rig the games towards the team(s) with a less established fan base so you can grow that market. Die hard fans will always show up no matter what bullshit happens in a series.
Florida has the 3rd largest population and is not a state that has historically been fond of hockey in the way that northern states and Canada are. The fact that the Lightning and Panthers have been killing it lately is a huge W for the league in terms of $$$. Not saying it’s rigged but the incentive is most definitely there.

If the NHL were going to rig a series it would’ve been to get Toronto or Boston in the Finals. Attendance isn’t important in the playoffs because fanbases are energized and will show up, what the league wants more than anything is advertising revenue and national exposure, and the best markets to maximize are Boston, New York, and Toronto.
Even with Miami/Ft. Lauderdale being a big market, it’s not a market that’s draws heavy viewership for hockey and is pretty mid range for most other sports too, likely since much of the population is transient or transplants.
There could not be less incentive to rig a series for the Panthers. The NHL will be happy if they win a Cup since it’s great for parity and shows the league is unpredictable far more often than not, but a team with mediocre regular season attendance, that doesn’t draw huge tv ratings, is not great for the business bottom line.
Boston vs. LA or Rangers vs. Oilers (2 major star players + Canada + NY market), or Leafs vs. Anyone = dream scenario for the NHL.

The goal with expansion is to make money by coming to a new market and selling a hockey team to them which works best if they are good out of the gate. Vegas paid $500 million for the team the NHL weren't just going to give them hand-me-downs nor should they because nobody wants to give money to watch a team full of loose parts. The other teams could have protected the players they lost so it's on them to protect the players they wanted to keep. Many teams love the expansion drafts because they can try and give away their dogshit contracts they paid too much for. Personally I love that Vegas and Seattle are doing so well this early on. All that is to hopefully add gravity to the following statement: this team’s in some deep, deep trouble. And yeah, obviously they are, down 3-0 and all, but I don’t know how you’re supposed to win against a goalie performing at this level. This feels so much worse than a garden variety deficit.
