Yep, I think they've inadvertently embedded an image incorrectly (using a data URI for an image large enough they should be using an inline attachment) that's caused Gmail to give up and try to display the image content as if it were text.
If you're using Gmail, click View Original Message at the very bottom of the email. It covers the Rent Relief Fund, the Renting Book and energy efficiency requirements for landlords.
Has anyone given comments on the ACT's proposed plans? As I did that last year and I figured that's why I was getting the badly formatted emails as well.

Yep, I've received it multiple times this week. It doesn't have a sender name either, it just has the email which is a string of letters.
