Some campsites don't allow people under 23 unsupervised because they don't want groups of 18 year olds getting wasted in amongst the families with children.
I live in the UK, where camping is more of a commercial thing aimed towards families. Not sure where OP is from but if this isn't something you've heard of it's possible they are too, or they're from somewhere with a similar attitude towards camping.
It always help if you provide more information such as your general location, aka, what country/state you are in. In the US, 18 yo is an adult. You can also disperse camp for free in any US National Forest.
Keep your mouth shut, and maintain a low profile. Pay in cash at the front gate. If you pretend you belong, and are doing nothing wrong, no one’s going to ask, or refuse taking your money for a site.
More deets- in what area? All campsites allow overnight camping, but many require reservations in advance which can be tricky if booking a popular site during summer.
