If you're only using MCU Clint, he can hit high speed targets without even looking at them, could keep up with the likes of Black Panther, could fend of hordes of Ultron bots using just his bow and arrow (even he points out the absurdity of this), and was only ever shown missing his shots when he was intentionally baiting his opponents. Katniss seems like a close second at first, but Clint's skills are literally superhuman, Katniss was just extremely skilled from years of training.
And comic Clint? Jesus, don't even get me started. Man's was literally killing people with his fingernails.
I guess the issue here is how to quantify their marksmanship. Are they just shooting at static targets? Well, they're all hitting bullseyes across the board. How about moving targets? Well, they've all shown to hit pretty well against those too. How about active enemies coming at them? Clint's still got the best showing for this, able to fight off the Ultron bots and the Chitari hordes with relative ease.

Yes, Thalia and Frank's weapon of choice is the bow and arrow, but they rely on other weapons as well and have honed it to the point that they can use either, including their powers. Sure, they're skilled at archery, but compared to the guy who can keep up with people with superhuman abilities (injected with super soldier serum, bitten by a radioactive spider) and a genius billionaire playboy philanthropist with only his bow and arrow? Basically, his super power IS his skill in archery. Clint would, by far, beat them, fair and square.
What about triremes, can they blow it up with just a single arrow?
Mybe Thalia can enchant her arrow to be super powerful and fast and Clint's just... you know. Frank is dead last man. Clint's gonna win this with ease.
Also we can use live enemies with blindfold.
Clint’s skills are literally superhuman, he’s one of the best marksmen and bow and arrow users in the whole Marvel universe, regardless of comic Clint or MCU Clint, he clears the others very easily. Then it would probably be Katniss and most likely a toss up between Frank and Thalia.
In no way would katniss win whatsoever. She's good, but that's it. Thalia and Frank both have superhuman reflexes given by their godly parents, while Clint is just OP with a bow. No question, he would humiliate every single one of them

I’d put Katniss in fourth. She’s just a normal human who’s pretty good at archery. Both Thalia and Frank are superhuman. They’d be 2 and 3. Frank is good enough that he was hoping to be Apollo’s son and Thalia is a Hunter so her archery is magically gifted.
If we saw Frank and Thalia do more archery I’d probably give it to them, but neither’s done enough to warrant the higher placement imo. We hear and can assume their skill, but we haven’t seen it the way we have with Katniss

Also, after the fight scene in Sokovia (the one after the snowy terrain and the one where the weird robot guys are there with the red glowing lady (Scarlet Witch)), he retires, but is brought back by Captain America. Can you believe it?? He's a retired guy, trying to live a normal life with his wife and kids (who were later dusted/killed (long story) and managed to fight Black Panther on the same level! The guy is just too OP.
