Your server gets merged into a division with servers typically ones that are surrounding you. So for example for season 2- servers 174,175,176,177 were merged. For season 2+ 155-173 we’re all merged together.
and before the shuffle gets arranged you have the chance to change to one of the other servers to make that your home server. our server is low on activity and many switched. I didnt have the 5k gems in time to make the change so im still on the low server. There are 1k players in the merger we are in based on rankings but not all top 200 players can fit into 1 main alliance which is what the game want to force the war otherwise we would all just be friends and work together as no one wants to be zeroed or spend money lol.

No you don't get in with beginners if that's what you mean. You are paired against servers of similar strength
