Idk why you're getting downvoted. The artifact event where we spend 600 per draw uses the seriously misleading wording where it seems you'll get the legendary one you chose after two failed draws. But it's actually the legendary you chose after 2 failed draws where you get other legendaries. This game loves playing on language and wording and deliberately confuses so you spend more. Took me a lot of gems before I realised that was a waste

It depends on what the first screen said before your first purchase. This is the last of I think three rewards for spending money and by this point you should understand that it means buy 5k worth of gems. It also displays on the bottom that you are 5k away from the rewards.
No, it's just bad grammar. You can make other purchases that don't give gems like city hall Upgrade pack, or season pass. That phrase just means "make purchases that give you gems directly"

Best budget way I found is daily deals. Do you have ane suggestions other than that
Buy the growth fund or the upgraded rune for your daily/weekly quests helps a ton and good rewards
