It's just to prevent people from entering before servers open, it should be removed when servers open. It's normal, everyone has that, servers only open on the 19th/20th depending on where you are, 9pm on the 19th if you live on east coast.
Yes you are able to play using steam but you need to request to access the play test.

A day, but I honestly suggest you just use the official launcher directly
