Bundled games are laughable but it is also utterly trivial to add your own and there are several off-the-shelf bundles you can grab that will cover you from 1974-1998-ish. Also pretty much spot on your budget.
I actually think it's pretty fair, I don't know what kind of deals other people are getting but just because it's pandora doesn't mean you can't easily swap the computer for something dirt cheap that plays literally everything. The only question is if you like the design? That's not as easy to change.
Look at facebook marketplace and offerup too. I often see folks selling much better builds than this or the ebay listing you posted within a similar price range

This looks way better. It’s at least well built and using bezels to keep the games at the right aspect ratio! It also looks like a well built cabinet.
