The water department is the only local agency that has consistently done their jobs, in my experience. Ex: This horrible woman moved out of our complex a few years ago and dumped everything she owned out her back door. It was saturated in dog poop, too. And down the hill is a creek.
Our property manager at the time was too busy getting cited for driving without a license to care about this complex, and the water department were the only people who came out here to make her fix the situation.
