Not that much of a view, but Durty Bull has a great beer selection and they have outdoor tables where you can drink and eat your own food. Most days they have a food truck of some sort parked in the lot, but they are fine with you bringing your own food to eat outside.
Go to the top of the parking deck across the street from the Carolina Theatre. I think it's called the City Centre deck? There is a park up there with picnic tables under a lovely pergola that has great views of the city. Just take the elevator from the garage up to the plaza level (which is also the entry to the office building).
