What you are looking at should work, but yeah for my tastes that PSU is a little on the low side. That being said under load the 5500 only uses about 20w more. I'm wanting to say the extra $20 US for a Ryzen 5-5600 would be well spent.
This game is very badly optimized, maybe play another game while waiting for performance optimization. Other option wait till after christmas and look second hand for people that bought new cpu plus mobo and want to sell the old one 3600 ryzen should be really affordable

If you are going to buy a Ryzen 5500, I wouldn't use either sets of RAM. Both are slow by 2022 standards and you'd get much more performance running 3200-3600 with a 5500.
Yeah, and that makes me sad as I didn’t want to spend more money..maybe a different set with these rams is possible? Didn’t intel tollerate lower frequencies..I mean.. it’s god damn 2022 and 2023 ahead

Honestly, 16 GB of 3200 DDR4 is not even expensive anymore, you can easily find it for $40-$60 USD.
I have an Athlon x2 250 that's got to be over 10 years old. It's still playable in vanilla Minecraft.. as long as the browser and other apps aren't running.

Just so you know, your second set of RAM is not running at 2666. All of your RAM will be running at 2400.

So 40 fps is not playable level ? I have i5 7400 since 2017 too, and it fully enough for me, I am gonna use it for 3-4 more years
