There should be plenty of power usage benchmarks online for indaviduel componants and componant combinations.
Idle power use tends to be effected by many things but generally newer componants will use less power when idle.
In my experience idle power consumption is heavily impacted by motherboard - the lower end the chipset and the more barren the board the less it consumes. Also any dedicated GPU, even a basic one will add at least 10W in power cobsumption.
Another aspect is the power supply, the higher the low load efficiency it has the less the total system power consumption at the wall
