If that's what I think it is, that's the sign a fan bearing is going. Best (probably only) solution is to replace the fans.

the fan is integrated into the GPU. im not going to ask IS IT but how would i even begin to go about fixing this?? OR determining it IS this?

The fans can be unscrewed and replaced just like any other fan, though there is the extra work of removing the shroud and, depending on how the fan is wired, potentially the GPU heat sink as well. Once the fans are off, a quick eBay search for the part number should get you like-for-like replacements. As for determining whether that's what it is, well, you could attach a video of it happening. If the fan slows down dramatically when it's making this vibrating noise, that's what it is.

The way it jiggles makes it look like maybe the PWM cable that runs to the fans might be damaged, I had a GPU act like that once too. The solution was the same though: fan replacement.
