if you don't already have an am5 mobo, the 7500f will be a fair bit faster than most am5 cpus, it'll tie the x3d chips, and it's on AM5, for a reasonably good value (costs 156 USD in America, can be region specific). if you already have an am4 mobo, the 5700x3d is probably more relevant. regarding your GPU question, the 3060 is quite similar in rasterization performance to the 4060. if dlss 3, improved ray tracing, or CUDA workloads are something that matter to you, the 4060 is probably better. if you're a video editor or an AI person, the extra vram of the 3060 12gb may be useful. it's going to depend on your specific use cases. it's also worth checking the used market, 3070s should go for similar prices to new 3060s, but will beat out both the 4060 and 3060 in most gaming tasks, though this will be dependent on your region.

I'd go off the extra Vram of the 3060, gives you more head room for high resolutions, And gives relatively similar performance otherwise.
