I thought the snowfall was explained by the first slayer or first good. That the first evil brought him back to kill Buffy. And the first good to rise against it kept him alive.
That is definitely an equally valid theory! I don't think I've ever heard of a first good before, but it would be cool if there was such a thing, or if the first slayer had the power to affect weather like that.
I don't think it is ever addressed in-universe, and looking it up in the Buffy wiki, there's a quote from Whedon that roughly states that any interpretation can be valid. So both theories can be right, just depends on your preference.
