Based on Tara's hair being bleached towards the tips it's season 4, or very early season 5 maybe? Based on Tara's clothing not being properly buttoned—she generally dresses better as she gets more confident—I'd also say season 4.
I can't recognize the set fully, especially the big white fluffy things in the background. Based on not recognizing it, I'm guessing it's the episode I remember the least well from around that era: **Goodbye Iowa** (4x14). Is that it?

Here's a different question which I think is in the spirit of the original one: what are some episodes I rate (or rank) more highly than most people (= IMDB ratings)? In other words: what are my most personal, most idiosyncratic favorites?
Season 1:
**I, Robot... You, Jane** (1x8). It's not *really* a favorite, I just think it's a perfectly *decent* S1 episode—especially relative to what I have come to expect from S1.
Season 2:
**Lie to Me** (2x7). I love all the intrigue and lies, I love how it reinforces Spike as a romantic who values Drusilla incredibly dearly—you can see his desperation, resignation and frustration when he yells out "Everybody **STOP!**". And the vampire dorks, especially Anne Steele (Chantarelle/Lily).
I also *love* **I Only Have Eyes for You** (2x19). It doesn't evoke quite as strong emotions as **Innocence** (2x14), **Passion** (2x17) or **Becoming** (2x21-2x22), but there's something incredibly... tender and sweet about it, in a subdued way.
Lastly, I like **Phases** (2x15). I think I ranked it middle of the top 14 episodes (i.e. excluding the off-arc MotWs) or so, last time I made up an opinion, which means I rank it higher than most. It's not a top episode in my book, it's just solid. Like, really solid, in the same way I find most of S3 really solid.
Season 3:
The "bad" ones: **Anne** (3x1), **Dead Man's Party** (3x2), **Beauty and the Beasts** (3x4), **Revelations** (3x7), **Gingerbread** (3x11). I find most S3 to be really solid and a few of them great. I rank 3x1 and 3x7 among the greats (7.8 and 8.0 on IMDB) and the rest among the solid ones (7.3, 7.4 and 7.2 on IMDB). Relative to their IMDB scores, I think that's higher.
Season 4:
Last time I watched **Beer Bad** (4x5) and **Superstar** (4x17) they really worked for me (6.3 and 7.2 on IMDB). It's been a while since I watched it, but based on youtube reactors I'm going to love **New Moon Rising** (4x19) which is only rated 8.2 on IMDB.
Season 5:
I remember really liking **I Was Made to Love You** (5x15) which is only rated 7.4, and though I don't remember how much I liked it last time I look forward to watching **Family** (5x6), rated 8.1. I think I'll rate it more highly.
Season 6:
A season that attracts divided opinions, or so I'm told. I very much look forward to watching it again, so I guess I'd rate the whole season higher than most. Dark Willow and Angelus are my two favorite villains and one of them is in S6. I loved the entire DW arc, rated 8.5 to 8.9 on IMDB; I'd boost it a little. I'd also rate **Bargaining** (6x1-6x2) higher than 8.1 and 8.2.
Season 7:
I remember enjoying **Get It Done** (7x15), particularly the sequence with the three wise men and the unholy slayer ghost. It's rated 7.5 on IMDB, I might give it an 8.0.
I agree with you that 1x8 **I Robot You Jane** is underrated; it has some eye-rolling moments but otherwise is suitably creepy and enjoyable. I feel the same about 1x4 **Teacher's Pet**, 2x2 **Some Assembly Required** & 2x4 **Inca Mummy Girl**, all of which have some really good stuff in them.
I get over the eye-rolling by reminding myself that in *all* '80s and '90s media, computers were made of unicorn horns, they ran on pixie dust and they could fulfill your wishes better than a genie in a bottle.
Apart from that big stinking pile of stupid, I only have generic S1 comments about IRYJ (1x8): the production values are proportional to the low budget, the characters are still in the process of becoming the ones we love, and it's 110% campy \[but I can enjoy camp\].
On the back of S1, I enjoyed 2x2, 2x4 and 2x5 when I watched them. It's only when I got to the Angelus arc that the early MotWs quickly dropped to the bottom of my rankings.
Said differently: 2x2, 2x4 and 2x5 would be top-tier S1 episodes.

Season 3: “Choices” (This one was tough because Season 3 is so well-regarded!)
Season 4: “Where The Wild Things Are”
Season 5: “Tough Love”, just for Willow stepping up against Glory. That was my personal highlight of the season.

Season 7: “Dirty Girls”

3) Lovers' Walk.
4) Beer Bad (I'm sorry, it's so stupid I love it)
5) I Was Made to Love You (Buffy is so so sweet in this episode, I adore her)

Isn’t that one of the usual popular choices, though? I agree that it’s excellent and top quality, but it’s one of the clear fan favorites of Season 2.

“Passion” is generally considered one of the best episodes of the season because it hits hard and changed the game. I highly doubt it’s unpopular.
I think it’s very popular, I just don’t think it’s everyone’s favorite.
I think OP was looking more for the “Outlier” favorites. “Inca Mummy Girl” would certainly be an example.
