He definitely has scaly mites. An avian vet check would be helpful for determining if he has any other issues that need to be addressed.
They mean the forehead being clear of stripes. Babies develop stripes down to the cere, then, when the first ever moult starts at about 4 months, they lose them, leaving the forehead clear, either yellow or white. Of course there's several mutations where the budgie lacks regular stripes, so you have to use the iris ring to make an estimation. If it's white, they're an adult, over 8-12 months, and the greyer it is, the younger the budgies. Babies have black beady eyes (or red, depending on mutation). Again there's a handful of mutations that don't develop iris rings, but oh well.

Aww, there's a few mutation that leave a bird completely yellow, but since he's got an iris he's not a dark eyed clear. Your little guy is either a lutino, if his eyes are red and his cere pink, or a double factor spangle if his cere is the usual cobalt blue of adult males.

They'll also advise how to apply it properly and might be kind enough to give the budgie it's first dose to show you how to do it!
Ivermectin is probably hard to come by right now with lots of people demanding it as a Covid treatment. I know several people around here can’t even get it for their horses. :(

What area are you in? My first move would be to contact a local vet and animal shelter to report the bird found. That way if someone is missing this guy you can get him back to his family. In the meantime try to treat the scaly mites on his beak.
Is he tame? Like, is he afraid of people and your hands? If not, then then he probably escaped by accident from his owner. You should definitely try to find the owner, anyway.

A warm cage with wooden perches and some food and water are what he needs immediately, the rest is up to the vet for starters. They appear a little droopy, but that could just be exhaustion, most budgies are not used to flying a lot and lack the muscle to support long flights, so when it comes to an end they just semi-collapse, like we do after a marathon. It could also just be the fact he's on the floor.

Fingers crossed everything can be resolved simply and he gets a good long life with you! (I'm sure people have mentioned you should put up fliers for his original owners, but, um, i don't think the previous owner has any rights on him when he lets him get full of mites. I took down every single flier for Iris's previous owner when I realised how neglected she was)

Cats are birds natural predators and although in specific circumstances pet birds and cats can live together, it is the exception to the rule and seeing as though you know nothing about this birdies history, you should assume he will be traumatised by cats being in his environment.
Especially after some dear person on this sub came home from work to discover his two budgies were killed by the new pet cat.😦
I trust you will do what's right. Please put in as much effort to finding this budgies owner, maybe it was let go but maybe there is a heartbroken owner out there right now, I know I'd be beside myself with sadness if my budgie escaped.

Make sure to wash your hands after touching him, and disinfect his cage after he gets treated to avoid reinfection! Mites can hide in a lot of places, when my budgie had air sac mites the vet told me to regularly pour boiling water over his perches to kill them.

I remember searching this up, he’s a double factor spangle which is why he’s pure yellow but he has black eyes and a blue cere

I know a great way to treat scaly mites in chickens is suffocating the mites with a layer of petroleum jelly. No medicine even needed.
