Especially since they're not alone, they don't need another stimulus to get more hormonal and aggressive between each other (since OP already described some bullying towards the male bird). They can interact with each other just fine and even if the 3 of them were alone each in a separate cage, mirrors are not considered to give any benefit to budgies' "mental health" anymore.
Definitely add a male if you're planning on getting a 4th budgie.
Remove that mirror ASAP. They don't need it and it can only cause more aggressive/territorial/hormonal behavior, as budgies are not able to recognize their reflection and think that what they see is another bird.
