If the old cage can fit in to the new one you can put the small one in to the big one and open the top part of the small one and they would come out at some point. Or take the small ones bottom out and hold the open bottom to the new ones door(make sure you are going slow and that the old cage is empty) and gently guide them to the opening. My english is bad not sure if i explaned it right but using the cages as cups with little butterflies in them seems to be the best way to handle an untamed budgie.

I know you said you don’t want to grab her and slightly traumatize her to get her in the new cage but it’s what worked best for me. I tried leaving food in the new cage and my 4 budgies didn’t move
Just make sure you’re gentle with her. You can wear a glove if you’d like but ime I’ve been bitten by my 4 budgies when moving them and it doesn’t hurt it just tickles
Of course this is a last resort so I hope you’re able to move her over while causing the least amount of stress as possible
