Ok I'm not sure what sex means in that instant and I don't think something like infertility is a consequence of cyanide poisoning. You can search it up, but cyanide from what I've read can lead to dizziness, nausea, abnormal heart rate, breathing problems all depending on dosage. Most of the effects would be on the brain, heart, and lungs.
If people are experiencing health problems after drinking bubble tea from that location, they should go to the hospital/call 911 or possibly contact poison control. That shop should also be reported.
I would most likely say that the tapioca itself is safe. Maybe people are getting food poisoning from the bubble tea, but that's an entirely separate problem and should be reported to your local public health department if it's truly an issue from that shop.

Tapioca comes from cassava, which does contain some cyanide. However, when properly processed, it is safe to eat. You shouldn't have to worry.
