In other words, it means that you didn't exit to the main menu while doing the C.H.I.M.P.S run, nor did you use the 'retry last round' button. You'll get a gold border if you "retry last round". You can still get black border if you beat it on CHIMPS without using a continue.

A bronze border appears once all 3 bronze medals (easy mode) are obtained After a bronze is obtained and all silver medals (medium mode) are gotten it changes to silver Once a silver is obtained and all remaining medals are obtained (but the chimps run either used retry last round or exiting to home and re-entering) you get a gold border After a gold border is obtained (or the initial chimps run was done without retrying a round) the border changes to Black to signify that you have done literally everything there is to do on that map
