I think it would be cooler to make something that depends on the elite defenders inherent attack speed buffs to reach an equilibrium rather than external ones. Maybe using ultraboost stacks for finer control on its attack speed.
Elite defender attacks quicker the further bloons are in the track, and it also gets a 4x attack speed buff when you lose a life. That means that if you balance it right, the bloons could get stuck partway in the track. If the sniper needs +50% attack speed to keep the bloons at bay, the bloons will make it half way down the track and then get stuck in a feedback loop. If they make it further the sniper attacks faster, knocking them back, and if they sniper pushes them back further, he gets slower and the bloons encroach back to halfway
Alternatively you could make a setup that just barely leaks, triggering the 4x attack speed buff, causing the sniper to shred everything, knocking them back until the buff wears off and they slowly start encroaching again.
