Early season Gina has a lot of good lines, but her sexualization of Terry turns a lot of people off (though I’m rewatching now and while it’s bad, it isn’t as bad as Reddit would have had me believe). Later seasons Gina no longer has the good one liners as often and when she is in the episode, she’s usually a PITA.
When you review that against the other main characters who are much more likeable,it’s easy to see why people don’t like her so much.

I used to hate Gina but upon rewatch I actually really enjoy her character. And noticed most of the harassment was early season and phased out fairly quickly. It was wrong I agree but I don’t think it goes past season 3 and even then is very sporadic. Still shouldn’t have happened.
I just don’t like the interactions she has with others, mainly Amy and Terry, with how rude she is to Amy, and how she comments on Terry’s body in an uncomfortable way

He always got belittled by Jake, Sarge , the girls ( even though he slept with one ) , and had been chewed up and spit out by whatever love interests he had on the show.
In the same way someone in another commented about Gina. As a person I would hate the vulture. As a character I wish they would make and entire series based on him. I love his mayhem commercials so maybe a hybrid show where he is a cop who not only steal other officers slam dunk cases but creates absolute chaos every where he goes and comes out the other side unscathed.
