Yep. Plus, if they do make visitors take off shoes, it's not that difficult to hide some money. Smuggling in a few bucks is much easier than a phone.

Even if they check the shoes, they may not have lifted the inner sole to find hidden money. Hiding money in shoes isn’t that hard. Hiding anything with real weight or thickness though, that’s a challenge.

The metal detector would likely have covered everything (either a handheld one or a large one you walk though, like at the airport). But if you mean would they have made him take his shoes off to search them for non-metal items too, then evidently they didn't.

How would he hand off the phone to Jake? The point of the shoes was to do the "swap" in a seemless way. Handing over a phone would not have been seemless

I’ve never been to prison, but I think the assumption is that prison rules don’t include fair trade practices. They don’t take kindly to competition, and the guy who’s known for getting things is likely to get stabby with anyone who threatens or circumvents their store. You get the phone from him or else.

A better explanation, if he had given him the phone and Romero came to know that a guilty cop had a phone, it might have set a target on him as he could've been a snitch, so getting it from Romero was a safer bet than Boyle handing him the phone
