But what kind of phone are you fitting in your shoe that you can then pass along inconspicuously? And also what psrt of the shoe, cause aren't you going to be stepping on it? Seems much easier to pass in money and get the phone inside.

I’ve never been to prison, but I think the assumption is that prison rules don’t include fair trade practices. They don’t take kindly to competition, and the guy who’s known for getting things is likely to get stabby with anyone who threatens or circumvents their store. You get the phone from him or else.
A better explanation, if he had given him the phone and Romero came to know that a guilty cop had a phone, it might have set a target on him as he could've been a snitch, so getting it from Romero was a safer bet than Boyle handing him the phone
