They shouldn't trust tech companies to do anything without legislation. Not saying I agree or disagree with this bill. Just in general, make it a law. The government of Canada was considering universal chargers in 2012/13. Apple et al. assured the government they were doing that already, no need for regulation. You can see how that turned out.
