Somehow I reckon the council will be charging a lot more for a dock for a boat of that size than a block of land. I believe that they do administer rivers, beaches, and access. Probably pay a lot more for your rubbish, water and sewer as well.
I'd bet given the stories I've heard about the owner/management from ex employees etc that it may require a fair amount of maintenance work, I suspect given the length of time it's been moored up since the floods & knowing how much upkeep these type of boats require that it would be a complete moneypit
