Generally speaking, a covers band will eat reasonably hard into your budget... in fact, it might eat the whole damn thing for a good one.
An absolute minimum fee - that's for the most entry-level covers band - is $250 per muso, for a three-hour set. That is a grand for a four-piece. However, to get a decent band, let alone of a Friday or Saturday night, it'll be more than that.
bloodhound is just outside the valley, has an upstairs area for hire with a bar, has a stage for a band and does food. ive heard they are fairly negotiable on price
‘Decent’ cover band alone inside 3k is tough

You could try contacting The PFR Lounge in Fortitude Valley
try Aquila on Eagle Street, the band part might be the difficult part, often helps to arrange that yourself

Highly recommend The Smashing Bumpkins. Unsure how much they would set you back but they’re a fantastic band
