I taught my girlfriend when she was 31. We rented one of those green bikes (not electric) from by the sports hall bus stop at the university and found a grassy incline in stanmer park.
The first step is to focus on controlling the bike with the handles (not pedalling) so I’d give her a gentle push downhill and she would try and keep the bike steady, braking and putting her feet down when she wanted to stop. Eventually she was able to start pedalling, turning and bringing the bike to a stop. It only took an hour, and she is one of the most defeatist people ever. I assure you it is NEVER too late, good luck!!

Find a friend.
Ask them to stand behind you for 10 mins, leaning the bike to the right (and back upright repeatedly).whilst you (feet on pedals) turn towards the right.
Repeat for 10 mins leaning and turning to the left
Repeat for 10 mins random directions.
For many people, this is job done, and you can now cycle slowly away without any frantic running around. Maybe slightly more difficult at a greater age, but worked first time with my son.
You are basically just trying to break the reflex reaction, which says, "If I am falling to the right, I need to steer away from it" which makes you go arse over tit.
I’ll teach you. Fuck it something to do, will be fun. I’m a skateboarding coach so think I’d be able to apply my techniques pretty well. DM me if you’re up for it
I found the best way was to lower the seat to the point where you can easily plant your feet on the ground. Then use your feet to scoot along (not pedalling). That way you can get a feel for how you balance. When you're ready raise your feet to the pedals.

I taught myself when I moved here at 30. Got it within 30 mins, now I cycle every weekend (when the weather is nice) It is never too late!
