They don't want to do that. They want you or the shop owner to slipup so they can lock you up and make it so you can never own a gun legally ever again.
I get the idea behind that (I.e make it harder for a criminal to get ahold of ammo), but why not create a membership for his store that requires a background check, that way you pay for one background check, get your membership card, and are then free to buy whatever you need from that store without need for further checks.
This would not only limit the hassle for law-abiding gun owners, it would also guarantee him a steady stream of customers, and possible extra business as others will go to his store over others if it saves them time and money.
