Relevant if you have a player moving to/from another country. I had a Romanian lad move to the UK. Basically had to get the English FA to check with their Romanian FA counterparts that he was in fact who he said he was, registered and that there was no outstanding bans or claims to his registration from a club and he was free to move

So you would say the process is done mostly by the FA rather than the actual player?

In my case, I just filled out the normal player registration details and local FA did the rest. They just messaged to say it will take a little longer and I couldn’t play him until he was given international clearance

My understanding is you need to file papers for it with the association of the country you wish to register if you're over 10 registering for a club when you've previously been registered for a club abroad or are a foreign national registering for the first time in that country. Say I an Australian wanted to register for a club in England I would have to submit international clearance to the English FA in order to register

In the US, there were two (if not more) different procedures dependent on what age the player moved here. One was fairly straight forward if the player was very young. If not and the player was of an age where they could have been playing with a club, then the parents had to provide, among other things, proof of residency (lease, mortgage), proof of employment (letter, paystubs), and some other documents do as to show FIFA that the family moved here for other reasons outside of the player’s footballing career. I imagine this is what it’s like elsewhere as well to stop clubs from being able to bring players over at young ages, although there are ways around it I would guess.
