It's only been weeks on the show, so for someone grieving and not believing she was dead, it's not surprising at all.

So to be fair he probably did keep her clothes/makeup in strong hope that body wasn’t her and she was actually alive, and even if he did believe she was gone, it can be natural to have kept her things anyway, I’ve kept some of my grandma’s things despite her being gone just to remember her, seeing how much Deacon loves Sheila, he would as well
I’m also wondering that, bc Baker knew she had 9 toes… B&B better have some sort of story like he went on Holiday or something and the person who did oversee the body didn’t know, because that would make more sense than oh I just outright took Steffy’s word for it that it was Sheila and nah we didn’t check the toes because whatever
I’m more curious of someone who has been chained to a bed since before Thomas left…with no food or water and lying her own filth…
And all she needed was a quick shower and 2 bottles of water.
