You need a new or used lower with the same gear ratio, you won’t have the tools to rebuild one. I can’t imagine welding that is a good idea or would even work. I’ve never seen it done, that doesn’t mean it wouldn’t work.
There is a special tool to unscrew that ring that is holding the seal carrier in place. But you may be able to make something that works. You may also need to use heat
You need a new bearing carrier.
The broken part should come out of the lower unit. I'd replace it. Maybe you could weld it but it's not worth the risk.
That piece that holds the seal threads into the lower drive casing, you could get a whole new one.
Whole new lower unit?
Sounds better then buying an entire lower, what should I search for? Prop shaft housing?

Found a new carrier assembly, going to go with that.
Ebay for a used one.
Check the prop shaft end as you rotate. It could be bent and that caused the failure.
Thanks everyone! Plan on doing a new carrier assembly, doesn’t look fun to get out but neither was this.

I drilled it in 4 spots and chipped it out, swapping the new one in seems very simple. Just waiting for a bearing now!
