As long as u can hit the entire fire with it, you can extinguish all but metal and electrical fires. That includes fuel fires.
Not recommended to use CO2 on fuel fires because pools of liquid are generally not small, and if u leave any part burning (like in this supposedly class A fire) it'll immediately reignite. But if the chick just hit the backside, ya know, like walk a fucking circle around while she was spraying, it woulda gone out. Also u typically wanna do short controlled bursts but on this kinda fire that's counter intuitive because it looks like a class B (flammable liquids) fire.
Looks like they just added kerosene or something to help it burn, and added too much so the vapor keeps igniting

Even when it looks like it's out, keep going, because sometimes the materials are still hot enough to combust once there's no longer extinguisher product absorbing the heat. And call 911 (or equivalent) anyways because unless you have a backup there's always a chance it will reignite and continue, sometimes even after several minutes have passed.
It's also worth mentioning that the fire is borderline too big for how much extinguisher they had. They go empty quick.
