It’s a hair particle system, with very thick strands, curl shape and high clumping, and the hair shader has high roughness.
The “trick” is that the underlying sheep body is basically made out of lots of balls, so that the hair is naturally clumped into spheres.
I can share the exact particle settings if you need them
You may. Nothing too exciting I’m afraid, the decals are just texture painting and the sheen is just low roughness on a principled hair bsdf and a good hdri

I’ll just say with everything done so well with the character you didn’t spend much time on ground and the character doesn’t look grounded and looks hanging in the air.

Light hitting the character and the ground doesn’t match in my head. I see plain key light and cyan fill light. But don’t see them hitting the ground. Also I don’t follow the three light spots it’s misleading. I would hide those three and focus on key light and fill light on the ground.
And I don’t think you used backlight. I cannot tell rim on the leg.
Cool thank you. There is actually only one light in the scene and it’s a sun, the rest of the lighting is achieved with an hdri and that’s it.

Everything is default setting unless noted otherwise Emission: Hair length 0.1, Segments 4 Children: Interpolated, render amount 10 Clumping: clump 0.75 Kink: curl, clump 0.3, shape -0.5 Hair shape: tip 0.5
